Eligibility
9 items- Contractors of appropriate class (D & C for listed works) registered with Departments of Government of Odisha.
- Contractors of equivalent Grade/class registered with Central Government/MES/Railways for civil works.
- For composite works (Civil, Public Health, Electrical), contractors must have legal competency and expertise in all relevant fields, or submit a joint venture agreement with eligible Registered P.H. & Electrical Contractors.

- Bidders must have a sound financial background capable of investing the required amount for advance procurement of materials.
- Bidders must possess a matching class compatible Digital Signature Certificate (DSC).
- Contractors/Agencies declared defaulter/debarred from works are not eligible to participate.
- An applicant whose contract was rescinded or who abandoned work in the last five years is debarred from qualification.
- Only one bid per package is allowed.
- Contractors with incomplete works or who failed to complete old works within stipulated time are not allowed to participate.
