Digital Signature Certificate (DSC) for Odisha Government Tenders
A Digital Signature Certificate (DSC) is a mandatory prerequisite for submitting any bid on the Odisha eProcurement portal. Without a valid, installed DSC you cannot submit bids — not even for a ₹1 lakh tender. This guide covers which DSC to buy, how to install it, and how to fix common errors.

Which DSC Do You Need?
The Odisha eProcurement portal requires a Class 3 DSC with both Signing and Encryption capabilities. Class 2 DSC is not accepted. When buying, specify:
How to Get a DSC

Choose a Certifying Authority (CA)
Licensed CAs include eMudhra, Sify Technologies, NCODE (GNFC), Capricorn, and others approved by the Controller of Certifying Authorities (CCA) of India. eMudhra and Sify are most commonly used for government tender DSCs in Odisha.

Submit documents to the CA
Provide: PAN card (identity proof), Aadhaar card or passport (address proof), passport-size photograph, and company authorisation letter if the DSC is for an employee. Physical documents or video KYC may be required depending on the CA.

Complete KYC verification
Most CAs now offer Aadhaar-based eKYC for faster processing. In-person verification or video KYC is available at CA offices in major Odisha cities including Bhubaneswar, Cuttack, and Sambalpur.

Receive the USB token
Your DSC is loaded onto a USB token (ePass, iKey, etc.) and couriered to your address within 2–5 working days. The token comes with driver installation software.

Install the driver and map to portal
Install the USB token driver on your computer. Log in to the Odisha eProcurement portal and go to My Profile → DSC Registration to link your DSC to your account.
Common DSC Errors & Fixes
⚠️ "DSC not detected" on portal
Fix: Ensure the USB token driver is installed. Try a different USB port. In Chrome, install the required browser extension for DSC (portal usually prompts). Use Internet Explorer or Edge for DSC operations if Chrome fails.
⚠️ "DSC expired" error at bid submission
Fix: Your DSC validity has lapsed. Renew with your CA immediately. Re-map the new DSC to your portal account after renewal. Allow 3–5 days for the renewal process.
⚠️ "Name mismatch" during DSC registration
Fix: The name on your DSC must match the name used during portal registration. If they differ, you need a new DSC issued in the correct name, or contact portal helpdesk to update your registered name.
⚠️ DSC works on one computer but not another
Fix: Install the USB token driver on the new computer. DSC tokens are hardware-locked but portable — driver installation is required on each computer you use.
⚠️ "DSC not registered" at bid submission
Fix: You may have a valid DSC but haven't mapped it to your portal account. Go to My Profile → DSC Registration and complete the mapping step before the bid deadline.
