REINFORCEMENT OF PRATAP RAMCHANDRAPUR-I AND RUA-II OLD OPERABLE LI PROJECT (RIVER LIFT) UNDER SSS 2026-27 IN PURI SADAR BLOCK OF PURI DISTRICT

• SC/ST Category Contractors seeking EMD exemption or Price preference must furnish an affidavit and have a Registration certificate up to "B" Class.
• SC/ST Contractors with Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference.
• The EMD for each package varies from Rs. 12,061 to Rs. 55,942.
• Additional Performance Security (APS) will be obtained from the selected bidder on an incremental basis if the accepted bid price is lower than the Cost Put to Tender, except for Turnkey Tenders.
• APS is calculated based on the Rounding Off of Percentage Less (ROPL) of the accepted Bid Price compared to the Cost Put to Tender.
• No APS is required if ROPL is up to (-)10%.
• If ROPL is below (-)10% but not below (-)20%, APS is incremented by 0.2% for every percentage of ROPL below (-)10%.
• If ROPL is below (-)20% but not below (-)30%, APS is incremented by 0.3% for every percentage of ROPL below (-)20% plus 2% of the accepted bid price.
• If ROPL is below (-)30% or more, APS is incremented by 0.5% for every percentage of ROPL below (-)30% plus 5% of the accepted bid price.
• The additional performance security shall be treated as part of the performance security.
• APS shall be refunded immediately on successful completion of the work within seven (07) days of issuance of Completion Certificate/Provisional Completion Certificate.
• Additional performance security must be submitted in the shape of NSC/Post Office Savings Bank Account/Post Office Time Deposit Account/Kishan Vikas Patra/Bank Guarantee of a scheduled bank, properly pledged in favor of Executive Engineer Lift Irrigation Division Bhubaneswar, within 7 working days of Letter of Acceptance (LOA).
• Initial Security Deposit (ISD) equal to 2% of the order value (including EMD) must be furnished within 7 working days of LOA in the form of NSC/Post Office Savings Bank Account/Post Office Time Deposit Account/Kishan Vikas Patra/Deposit Receipt (TDR) of a scheduled bank.
• The security deposit shall be released after a guarantee period of 24 months from the date of handing over the Package.
• EMD will be forfeited if the successful bidder fails to execute the agreement or furnish required Performance Security/Additional Performance Security within the specified time limit.
• If any uploaded documents are found false/fabricated/bogus, the bidder will be blacklisted and EMD/bid security forfeited.
• If compensation exceeds 10% or the security deposit, the Executive Engineer may rescind the contract, with a 20% penalty on the value of left-over work.
• Any change in the constitution of a firm must be notified within fifteen days, failing which the contract may be rescinded and security deposit forfeited.
• Security deposit @ 5% of the bill will be deducted and refunded after 24 months from the date of handing over, subject to final bill payment.
• Failure to rectify defects within 7 days may result in the Department engaging another contractor and deducting costs from the security deposit.
