REINFORCEMENT OF OLLA-II AND BHAILIPUR-I AND BEDARPADA-II OLD OPERABLE LI PROJECT (RIVER LIFT) UNDER SSS 2026-27 IN PURI SADAR BLOCK OF PURI DISTRICT

• SC/ST Category Contractors seeking EMD exemption or Price preference must furnish an affidavit and have a Registration certificate up to "B" Class.
• SC/ST Contractors with Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference.
• EMD for each package varies from Rs. 12,061 to Rs. 55,942.
• Additional Performance Security (APS) will be obtained from the selected bidder on an incremental basis if the accepted bid price is lower than the Cost Put to Tender, except for Turnkey Tenders.
• APS is not required if the accepted bid price is up to (-)10% less than the Cost Put to Tender.
• For ROPL below (-)10% but not below (-)20%, APS is incremented by 0.2% for every percentage below (-)10%.
• For ROPL below (-)20% but not below (-)30%, APS is incremented by 0.3% for every percentage below (-)20% plus 2% of the accepted bid price.
• For ROPL below (-)30% or more, APS is incremented by 0.5% for every percentage below (-)30% plus 5% of the accepted bid price.
• The additional performance security shall be treated as part of the performance security.
• APS shall be refunded immediately on successful completion of the work within seven (07) days of issuance of Completion Certificate/Provisional Completion Certificate.
• Initial Security Deposit (ISD) of 2% of the order value (including EMD) must be furnished within 7 working days of Letter of Acceptance (LOA).
• The security deposit shall be released after a guarantee period of 24 months from the date of handing over the Package.
• EMD will be forfeited if the successful bidder fails to execute the agreement or furnish required Performance Security/Additional Performance Security within the specified time.
• EMD will be forfeited if any uploaded statement, document, or certificate is found false/fabricated/bogus.
• Labour Cess @1% of the gross amount of the contractor bill will be deducted.
• If compensation exceeds 10% or the whole security deposit, the contract may be rescinded, with 20% of the value of left-over work realized as penalty.
• Failure to rectify defects within 7 days may result in the work being done by another agency, with costs deducted from the contractor's security deposit.
• Security deposit @ 5% of the bill will be deducted and refunded after 24 months from the date of handing over, subject to final bill payment.
