• Must be 'B & A' class contractors registered/empanelled with the State Government of Odisha or equivalent grade/class registered with other State Governments/Central Government/Government undertakings/MES/Railways/other statutory authorities.
• Bidders registered outside Odisha must undergo registration with the appropriate authority of the State Govt. of Odisha within one month of bid acceptance.
• Bidders registered outside the state must submit an affidavit stating they are not registered under the GST act in Odisha and have no liabilities under the Act, but must produce a GSTIN registration certificate before signing the agreement.

• Contractors exempted from EMD payment must upload an affidavit stating they have not availed this exemption for more than two works awarded in the current financial year.
• Bid Security (EMD) is Rs. 1,49,500/- (1% of the amount put to tender) and must be submitted online.
• If a bidder withdraws their bid or modifies terms before the validity period, the EMD will be forfeited.

The portal lists EMD exemption as available — bidders claiming it must meet the DTCN conditions and usually submit an affidavit.

• No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a contractor for two years after retirement without Government permission.
• The contractor must submit a work programme and milestone (physical and financial) to complete the work within the stipulated time.
• The contractor must arrange necessary tools and plants such as Pumps, Excavator, Trucks, compressors, Tippers, batching plants, Concrete Mixer, steel shutter plates etc. at their own cost.

• The period of completion is 11 calendar months from the date of issue of the work order.
• The bid shall remain valid for acceptance for a period of 90 days from the date of opening of tenders.
• If the rate quoted by more than one bidder is equal and lowest, the tender will be finalized by a transparent lottery system.
