Development of Internal Drain of Board Colony in Ward No. 29

• Each intending bidder must furnish EMD @ 1% of the Estimated Cost, failing which bids will be rejected.
• The facility for exemption of EMD & ISD is available for eligible categories (Physical Disabilities/Engineer Contractors/ST or SC Contractors) with required documentary evidence.
• Additional Performance Security (APS) is required if the accepted bid price is lower than the Cost Put to Tender, calculated on an incremental basis.
• If the accepted bid price is such that the ROPL (Rounding Off of Percentage Less) is up to (-)10%, no APS is required.
• If the accepted bid price is such that the ROPL is below (-)10% but not below (-)20%, APS is incremented by 0.2% for every percentage of ROPL below (-)10%.
• If the accepted bid price is such that the ROPL is below (-)20% but not below (-)30%, APS is incremented by 0.3% for every percentage of ROPL below (-)20% in addition to 2% of the accepted bid price.
• If the accepted bid price is such that the ROPL is below (-)30% or more, APS is incremented by 0.5% for every percentage of ROPL below (-)30% in addition to 5% of the accepted bid price.
• The successful bidder shall deposit the APS amount within 7 days from the date of communication.
• Failure to deposit APS or sign the agreement within 7 days from the date of issue of LoA will lead to cancellation of LoA and other actions.
• The successful bidder shall furnish Initial Security Deposit (ISD) amounting to not less than 2% of the accepted value of the tender within 7 days from the date of issue of LoA.
• The Performance Security and APS (if applicable) should be in specified forms (NSC/Postal Saving Pass Book/Post Office Time Deposit/Kishan Vikash Patra/Deposit Receipt in Schedule Bank, Insurance Surety Bond, Account Payee Demand Draft, Fixed Deposit Receipt, Bank Guarantee including e-Bank Guarantee, or Online Payment).
• The BG for Performance Security should remain valid at least till one month after expiry of the defect liability period of three years from the stipulated date of completion.
• The BG for APS should remain valid at least till one month after expiry of the stipulated date of completion of the work and Defect Liability Period.
• 8% of each bill amount will be withheld by BMC towards performance security, treated as Security Deposit (SD) along with EMD and ISD.
• The contractor shall not subcontract/sublet the work; doing so will result in rescission of contract, forfeiture of EMD/ISD, and penalty.
• Penalty for bad/sub-standard work may lead to non-payment for the work, rescission of contract, forfeiture of ISD and SD, and debarment for three years.
• The SD amount @ 5% of the Bill value shall be deducted from all bills.
