Tender documents are available online from 12.10.2026 at 11.00 AM to 03.11.2026 up to 05.00 PM.

The amount put to tender is exclusive of GST; bidders should offer rates excluding GST.
The bid shall remain open for acceptance for a period of ninety days from the last date of receipt of bids.
Successful tenderer must deposit additional initial security and sign the agreement within 10 days of written intimation of acceptance.
Joint Venture/Consortium agreements/M.O.Us are not allowed.

No interest is chargeable for dues or additional dues.
The date of issue of the notice to the contractor to attend Division office for signing the agreement shall be treated as the date of commencement of work.
Writing anything on unnumbered/blank pages of the schedule will make the tender liable for rejection.

If a bidder withdraws or modifies their bid before the said period, the EMD shall be forfeited.
Initial security deposit (ISD) of 2% of the accepted tender amount (together with EMD) must be furnished prior to agreement execution.
ISD should be in shape of pledged NSC/POTD/POSB/KVP/Deposit receipt of Scheduled Bank.
Security deposit by way of deduction from bills: 5% for B class & above contractors, 3% for C & D class contractors.
Failure to deposit additional initial security or sign the contract will result in EMD forfeiture and withdrawal of tender acceptance.
Additional Performance Security (APS) will be obtained from the successful bidder if the bid amount is less than the estimated cost, as per Works Department Office Memorandum No. 07764600022025 17941/W., Bhubaneswar dt.08.10.2026.
APS calculation is based on the 'Rounding Off of Percentage Less (ROPL)' of the accepted Bid price compared to the cost put to tender.
APS is incremented by 0.2% for every percentage of ROPL below (-) 10% (but not below (-) 20%), 0.3% for every percentage of ROPL below (-) 20% (but not below (-) 30%) plus 2% of accepted bid price, and 0.5% for every percentage of ROPL below (-) 30% or more plus 5% of accepted bid price.
APS must be in shape of Term Deposit Receipt or Bank Guarantee pledged in favour of Divisional Officer, submitted within seven days of Letter of Acceptance.
Failure to submit APS will result in bid cancellation, debarment for 180 days, and blacklisting proceedings.
If the tenderer backs out before acceptance, EMD will be forfeited.
