Eligibility
7 items- Open to all Contractors of the class mentioned in the Invitation for Bids registered with State Governments and Contractors of Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works.
- Contractors not registered with Govt. of Odisha can participate but must register with the appropriate registering authority before award of work.
- Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager.

- Bidders must disclose if a relative is employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department.
- Bids from Joint ventures are not acceptable.
- For composite tenders, the bidder must be a registered civil Contractor of appropriate class and associate with agencies of appropriate class eligible for sanitary, water supply, drainage, electrical, firefighting, and horticulture works.
- The civil contractor must enter into a notarized M.O.U. with an eligible registered electrical contractor having valid H.T./M.V/L.T. license, unless the civil contractor holds such a license.
