Eligibility
8 items- Bidder must be shortlisted by OB&CC Ltd. for the work - Master Planning & Detailed Project Report for “Integrated Development of State Secretariat Complex and New Assembly Building Complex in Bhubaneswar, Odisha” under EOI Identification No.: 58/Tender /OBCC /2025-26.
- The constitution, Lead Member and members of a Consortium/JV on the basis of which the Applicant was shortlisted under the EOI shall remain unchanged, except for specific provisions for Construction Monitoring and Supervision Services.
- The Bidder shall have successfully completed or substantially completed at least two (2) Construction Supervision or Project Management Consultancy assignments for comparable government secretariat, institutional, commercial or other major public building infrastructure projects, each having a minimum project cost of ₹900 crore.

- For a JV/Consortium, the maximum number of partners shall be limited to Three (3) — i.e., one Lead Partner and max two JV/Consortium partners.
- The Lead member of a JV/Consortium must have at least 51% participation, while the JV/C partner(s) must have at least 15% participation.
- JV/C and its partners must jointly meet the qualification/evaluation criteria as prescribed in Technical Evaluation (1st Stage).
- The proposed Specialist Supervision Sub-Consultant / Additional Supervision Member must have successfully completed, or substantially completed, at least two Construction Supervision/PMC assignments for comparable government secretariat, institutional, commercial or other major public-building infrastructure projects, each having a minimum project cost of ₹900 crore.
- A Specialist Supervision Sub-Consultant or Additional Supervision Member proposed by one Shortlisted Bidder shall not participate with or support another Shortlisted Bidder in the same RFP.
