Eligibility
12 items- The bidder must be a Consulting Company/LLP/Partnership firm/Society registered under an applicable Act in India, or a public Entity (Government-owned enterprise or institution).
- The bidder must possess valid registration for GSTIN, PAN, EPF, ESI, Labour, or equivalent.
- The bidder must not be insolvent, in receivership, bankrupt, or being wound up, nor have its affairs administered by a court or judicial officer, nor have its business activities suspended, nor be the subject of legal proceedings for any of these reasons.

- The bidder (including affiliates, subsidiaries, or contractors/sub-consultants) must not be declared ineligible/blacklisted/banned/debarred by the Procuring Organisation or its Ministry/Department or by appropriate agencies of the Government of India.
- The bidder must not have been convicted (within three years preceding the last date of EOI submission) for offences involving moral turpitude, causing loss of life/limbs/property, or endangering Public Health.
- The bidder must not be suspected of doubtful loyalty to the Country or a National Security risk.
- The bidder must not have changed its name or created a new “Allied Entity” after being declared ineligible/suspended/blacklisted/banned/debarred.
- The bidder must not have an association with any retired employee (Gazetted Rank) or retired Gazetted Officer of Central or State Government or PSUs who has not completed a one-year cooling-off period, unless a waiver is obtained.
- The bidder must not have an association with near relations of executives of the Procuring Entity involved in this procurement process.
- The bidder must not have a conflict of interest that substantially affects fair competition.
- Consortium/Joint Venture/Sub-Consultancy is not allowed.
- Substitution of key personnel is only allowed in compelling or unavoidable situations, with replacements having equivalent or higher qualifications and experience, subject to procuring entity's approval, and all associated costs borne by the consultant.
