• The Consultant/Bidder shall be a legally constituted consultancy entity (company, registered partnership firm, or Limited Liability Partnership).
• At least one completed assignment must relate to tourism destination development, heritage/tourism asset adaptive reuse, or visitor amenities and interpretation.
• The Consultant/Bidder shall not be debarred/blacklisted by any Central/State Government department, public sector undertaking or government agency as of the date of submission.

• The Consultant/Bidder should have at least 5 years’ experience in consultancy services relating to tourism destination development, heritage conservation/adaptive reuse, tourism infrastructure, master planning, feasibility studies or preparation of DPRs, as of the last date of EOI submission.
• The Consultant/Bidder should have successfully completed, during the last 10 years, either (a) at least 2 similar assignments each with a total project cost of not less than ₹25 crore, or (b) at least 3 similar assignments each with a total project cost of not less than ₹10 crore.

• The Consultant/Bidder should have an annual average turnover from consultancy services of at least ₹2.00 crore during any 3 of the last 5 completed financial years preceding the EOI submission deadline.

• The consultant shall undertake all necessary field visits, surveys, investigations, consultations and analysis for preparation of a comprehensive, implementable and costed Detailed Project Report (DPR).
• The scope includes site assessment, tourism master plan, preliminary DPR, detailed surveys and investigations, detailed design and drawings, technical specifications and BOQ, conservation and heritage measures, safety and operational compatibility assessment, environmental and social considerations, traffic/access/utilities assessment, operations and maintenance plan, implementation strategy, economic and financial appraisal, and stakeholder consultation.
• The consultant shall deploy a multidisciplinary team with relevant tourism planning, architecture, civil/structural engineering, landscape, heritage conservation, environmental, cost-estimation and financial/operations expertise.
