The contractor shall employ one or more Engineering Graduates or Diploma Engineers as apprentices at his own cost for works costing Rs.2.5 Lakhs or more, with stipends not less than Rs. 2000 for Graduate Engineer and Rs. 1600 for Diploma holders per month.
The contractor shall supply at his own cost all materials (except special materials from Engineer-in-charge's stores), plants, tools, appliances, implements, ladders, cordage, tackle, scaffolding, and temporary works.
The contractor shall give not less than five days’ notice in writing to the Engineer-in-charge before covering up any work for measurement.
The contractor shall make good any damage or imperfection within 24 months from the date of the final certificate of completion.

Security & deductions from the DTCN (11)

Payment towards tender cost and EMD must be transferred Online as per Works Department Office Memorandum No. 6785 dt. 09.05.2017.
Initial security deposit, together with earnest money, must make 2% of the cost of the work as per the accepted tender, to be furnished prior to agreement execution.
Initial security deposit should be in shape of pledged NSC/POTD/POSB/KVP/Deposit receipt of Scheduled Bank.
Failure to deposit the additional amount towards initial security deposit or to sign the contract within 10 days will lead to forfeiture of earnest money.
Additional Performance Security shall be obtained from the bidder when the bid amount is less than the estimated cost put to tender, ranging from no security for below 10% difference to 0.5% increment for every percentage below 30% or more.
Security deposit will be deducted from bills at 5% of the gross amount for B class & above contractors, and 3% for C & D class contractors.
Security deposit of the contractor shall be refunded only 12 calendar months after the date of completion of the work, provided the final bill has been paid and defects rectified.
The tenderer whose tender is selected for acceptance shall within a period of seven days make an initial security deposit of 2% of the tendered amount and sign the agreement.
Additional performance security shall be deposited by the successful bidder when the bid amount is seriously unbalanced as per Office Memorandum No.173/W Bhubaneswar, Dated 03.01.2026 and No.632/W Bhubaneswar, Dated 09.01.2026.
Any change in the constitution of the firm shall be forthwith notified to the Engineer-in-charge within fifteen days, failing which the contract may be rescinded and security deposit forfeited.
GST will be deducted/added as per applicable law from time to time.
