The amount put to tender is exclusive of GST; bidders must offer rates excluding GST, which will be paid over the work bill amount.
Bids shall remain open for acceptance for 90 days from the last date of receipt of bids.
The written agreement in PWD form P1 shall be the foundation of rights, and the contract is incomplete until signed by both parties.
The Authority reserves the right to reject any or all tenders without assigning reasons.
Tenderers must agree to all terms and conditions of the DTCN; disagreement will prevent participation.
The work must be completed within the stipulated period mentioned in the NIT, commencing from the date of issue of the work order.

Government does not accept responsibility for the correctness or completeness of quantities shown in the schedule, which are liable to alteration.
No extra payment will be made for removal of surplus materials, debris, dismantling preliminary work, and cleaning/dressing the ground.
The contractor shall not interfere with the execution of water supply or Electrical fitting arrangements or other works by other agencies.
The Department has the right to inspect and reject defective scaffolding and centering.
No claim will be entertained for extra items or quantities without a written order from the responsible officer and settled rates.
Contractors must abide by CPWD safety code rules and fair wage clause.
Contractor will be responsible for loss or damage to departmental materials/equipment supplied.
No part of the contract shall be sub-let without written permission or transferred by power of attorney.
No claim for monetary compensation will be entertained for delays due to the Department if a no-claim undertaking is furnished for extension of time.
Tenderers must inspect the site, quarries, and satisfy themselves about materials, labor, etc., and rates must be inclusive of these items.
Government will not pay extra charges for lead or other reasons if the contractor misjudges material availability.
Tenders containing extraneous conditions are liable for rejection.
All tenders received will remain valid for 90 days from the date of receipt.
Contractor must arrange all requisite equipment for testing buildings after completion and bear the entire cost.
Contractors must pay royalties for all materials as per State Govt. rates and produce receipts; otherwise, costs will be recovered from bills.
Testing charges for materials and construction (IRC/MOST/ISI) will be borne by the contractor.
No interest is chargeable for dues or additional dues.
The date of issue of the notice to the contractor to attend Division office for signing the agreement shall be treated as the date of commencement of work.

EMD required is 1% of the estimated cost, as mentioned in the annexure at column-4, to be transferred online.
Forfeiture of EMD will occur if a bidder withdraws or modifies their bid before the validity period.
Successful tenderer must deposit an initial security amount to make 2% of the accepted tender cost (together with EMD) within 10 days of written intimation of acceptance.
Failure to deposit initial security or sign the agreement within the stipulated time will result in EMD forfeiture and withdrawal of tender acceptance.
Additional Performance Security (APS) will be obtained from successful bidders if the bid amount is less than the estimated cost, calculated incrementally based on the 'Rounding Off of Percentage Less (ROPL)' of the accepted bid price.
APS must be in the shape of Term Deposit Receipt or Bank Guarantee pledged in favour of the Divisional Officer, submitted within seven days of Letter of Acceptance (LoA).
Failure to submit APS will lead to bid cancellation, debarment for 180 days, and blacklisting proceedings.
Security deposit will be deducted from bills at 5% of gross amount for B class & above contractors, and 3% for C & D class contractors.
If a tenderer backs out before acceptance, EMD will be forfeited.
