Construction of Additional Class Room and upgreadation of existing infrastucture of UGUP school Thelkoloi

• Engineer Contractors availing EMD exemption must submit an affidavit stating they have not availed this facility for more than two works (excluding this one) during the current financial year, mentioning the works and authorities.
• Hard copies of tender confirmation letter, original EMD, original Cost of Tender paper (DD), Registration Certificate, GSTIN, PAN, Original Affidavit, No Relation Certificate, and other requisite documents must be submitted via drop box by 11:15 AM on 03.11.2026.
• Additional performance security is required if the bid amount is less than the estimated cost put to tender, to be deposited within 7 days of the letter of acceptance.
• Additional performance security for low bids is calculated incrementally: 0.1% for every percentage below 10% (starting at 11%) and 0.2% for every percentage below 20% (in addition to 1% of bid price).
• No preference is given to Local MSMEs/Start-ups for EMD exemption or concessional payment of Performance Security.
• Bids received without required EMD will be rejected.
• Bid Security is 1% of the estimated cost, pledged in favour of Block Development Officer, Rengali, payable at Rengali.
• Bidders desirous of hiring machineries or equipment from outside the State or owned but deployed outside the state are required to furnish 2% of the amount put to tender as Bid security.
• Bids must be accompanied by cost of bid document and appropriate bid security.
• Combined bid security for more than one work is not acceptable.
• The Bid Security of unsuccessful bidders will be returned within 28 days of the end of the validity period.
• The Bid Security of the successful bidder will be discharged upon signing the Agreement and furnishing the required Performance Security and Additional Performance security.
• Bid Security may be forfeited if the bidder withdraws the bid after opening but within validity, seeks revision of rates, fails to submit original documents, or fails to sign the Agreement or furnish Performance Security.
• If the 1st lowest Bidder or next lowest Bidder withdraws, they will be penalized with forfeiture of EMD/Bid Security and potential blacklisting.
• If the bidder fails to sign the agreement within the stipulated period, their bid security will be forfeited.
• The successful bidder must furnish Performance Security & additional Performance Security (if any) and sign the agreement within 15 days of the letter of acceptance.
• Performance Security (including EMD) shall be 2% of the tendered amount (excluding 1% for hired equipment from outside the state).
• The security deposit will be refunded after 12 months of completion of work and payment of the final bill, carrying no interest.
