Contractors exempted from EMD payment must upload documentary evidence for eligibility.
SC/ST contractors registered up to 'B' Class are eligible for 50% exemption of EMD, ISD, and APS.
Engineers desirous of EMD exemption must submit an affidavit stating they have not availed the facility for more than two works (excluding this one) during the current financial year and provide their original engineering license.
EMD: Rs. 70,200/- (Online), which is 1% of the estimated contract value.
Bid security shall be retained until the successful bidder furnishes Initial Security Deposit (ISD) and Performance Security.
Failure of the successful Bidder to comply with requirements shall result in cancellation of award and forfeiture of Bid Security.
EMD/Bid security of L1 and L2 bidders will be refunded after award of contract.
Digitally sign all statements, documents, certificates; false/fabricated/bogus information will lead to EMD/Bid Security forfeiture, blocking of registration, and blacklisting.
If the bid amount is less than the estimated cost, the successful bidder must furnish Additional Performance Security (APS) for the differential cost within seven days, otherwise the bid will be cancelled and security deposit forfeited, and blacklisting initiated.
APS calculation: 0.1% for every 1% below 10% (starting at 11% below), and 1% (base) + 0.2% for every 1% below 20% (for 20% or more below).
If the L1 bidder does not turn up for agreement, they shall be debarred for three years and blacklisted, with EMD forfeited. L2 bidder may be called if they negotiate at par with L1's rate.
Building and other construction workers Welfare Cess @ 1% will be deducted from the gross amount of contractor’s bill.
If the 1st lowest tenderer or next lowest tenderers withdraw, they shall be penalized with forfeiture of EMD and potential blacklisting.
