Eligibility
8 items- Contractors of Class "C" & "B" and "D" & "C" registered with the State Government are eligible.
- Contractors of equivalent Grade/Class registered with Central Government / MES / Railways for execution of civil works are eligible.
- Bidders registered under other State Government / MES/Railways / CPWD of equivalent rank must register under the State PWD before signing the agreement if successful.

- Contractors must be enrolled in the CDMS Portal (www.cdmsodisha.gov.in).
- Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager for the Contract.
- Bidders must disclose if they have a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the State Government of Odisha in the concerned Department.
- Bidders are subject to disqualification for misleading or false representations, record of poor performance, quoting unreasonable prices without justification, indulging in unlawful/corrupt means, or being blacklisted/suspended.
- An applicant whose contract for any work has been rescinded or who has abandoned any work in the last five years prior to the bid date shall be debarred from qualification.
