Eligibility
11 items- Open to all bidders registered with the Government of Odisha or other State Governments / Government of India / MES / Railways for execution of Civil works in general and Building works in particular.
- Must be a 'Super' Class Contractor (Government of Odisha Registration) or equivalent.
- If not registered as 'Super' Class under Government of Odisha, must register within 3 months of agreement execution.

- Must demonstrate making profit in any three (3) years out of the preceding five (5) financial years, ending 31.3.2026.
- Must have valid PAN and GSTIN.
- Alternatively, must have successfully completed two similar projects with a contract value not less than ₹690.00 Cr each, or three similar projects with a contract value not less than ₹552.00 Cr each.
- Must have successfully completed at least one building project having a configuration of Basement + with 10 Floors.
- Bids from Joint ventures / Consortiums / Association of Parties are not acceptable.
- Must not be under a declaration of ineligibility for corrupt and fraudulent practices.
- Must not have a record of poor performance such as abandoning work, not properly completing contracts, inordinate delays, litigation history, or financial failures.
- Must not have made any misleading or false representations in submitted forms, statements, and attachments.
