Eligibility
11 items- Bidders must be registered with the Government of Odisha or other State Governments / Government of India / MES / Railways for execution of Civil works in general and Building works in particular.
- Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices.
- Bids from Joint ventures / Consortiums / Association of Parties are not acceptable.

- Contractor Class: "Super" Class (Government of Odisha Registration) or equivalent of other State Governments / Government of India / MES / Railways for execution of Civil works in general and Road, Bridge work in particular.
- If not registered as "Super" Class under Government of Odisha, successful bidders must register within 3 months of agreement execution.
- The firm should demonstrate making profit in any three (3) years out of preceding five (5) financial years, ending 31.3.2026.
- One similar project with a contract value not less than 1381.00 Cr, OR Two similar projects with a contract value not less than 863.00 Cr each, OR Three similar projects with a contract value not less than 690.00 Cr each.
- Successfully completed at least one building project having a configuration of Basement + with 10 Floors.
- Bidders are subject to disqualification for misleading or false representations, poor performance records, or unreasonably high bid prices without justification.
- Bidders must score a minimum of 60% marks in each category and 70% in total for the technical presentation to qualify for financial proposal opening.
- The proposed concept design and plan must fulfill minimum development obligations (floor area) including clinical requirements, common area, service area, ground coverage, FAR achieved, and use of energy-conserving materials.
