• Contractors exempted from EMD payment must upload documentary evidence for such exemption.
• An Engineer Contractor desiring EMD exemption must submit an affidavit stating they have not availed the facility for more than two works during the current financial year, mentioning the work name and authority.
• Bids must be accompanied by a Bid Security (EMD) of 1% of the Tender Value, pledged in favor of the Block Development Officer, Redhakhol, Sambalpur.
• Bidders hiring machineries or equipment from outside the State or owned but deployed outside the state are required to furnish an additional 1% of the amount put to tender as Bid Security.
• The original Bid Security and Demand Draft for the cost of bid documents must be submitted to the Office of the undersigned on or before 17:00 Hours on 09.11.2026.
• The Bid Security may be forfeited if the bidder withdraws the bid after opening but within the validity period, seeks revision of rates, fails to submit original documents, or fails to sign the agreement or furnish performance security.
• Combined bid security for more than one work is not acceptable.
• The successful bidder must furnish Performance Security and additional Performance Security (if any) within 15 days of the issue of the letter of acceptance.
• Performance Security, including the EMD, shall be 2% of the value of the tendered amount (excluding 1% for hiring equipment from outside the state).
• The security deposit will be refunded after 12 months of completion of the work and payment of the final bill, and will not carry any interest.
• Prevailing percentage of Income Tax and GST will be deducted from the contractor’s bill.
• Cess @1% will be deducted from the contractor’s bill.
• Additional Performance Security (APS) is required if the bid amount is less than the estimated cost, equal to the differential cost, and must be submitted with the price bid.
