• Contractors must have a valid Civil license of requisite class ("B", "C", "D" as per package) registered with State Government departments (RWSS/PHED/Irrigation/Minor Irrigations/RW/PWD) or equivalent grade/class registered with Central Government/M.E.S./Railways/C.P.W.D.
• Contractors must possess a valid H.T. License issued by ELBO, with validity for at least 1 month from the tender opening date.

• For Tube Well projects, bidders not owning a DTH/Mud Rotary Rig must submit a registered joint venture agreement with Rig owners/Contractors having ownership, executed in the court of First-Class Magistrate/Executive Magistrate.
• Contractors must have satisfactorily completed (not less than 80% of original contract value) as prime contractor at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• A weightage of 10% per year will be given to the cost of satisfactorily completed works of previous years to bring them to the current price level.

• For Tube Well projects, the joint venture agreement with Rig owners must include ownership documents of the Rig owner, including RC Book copy, GST registration, PAN, Fitness certificate, Permit, Insurance, and Pollution Certificate.
• The contractor must erect HT, LT lines, commission Sub-Stations with supply of all required materials, and hand over to TPSODL Electrical Division, Paralakhemundi after inspection by the Electrical Inspector, as per REC specification and sanctioned estimate.
• The contractor must hand over the project to the concerned Pani Panchayat after completion of entire works and successful trial run in the presence of beneficiaries and Engineer-in-Charge.
