• Contractors must have a valid Civil license of requisite class (B, C, or D as per package) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
• Contractors with only Civil or Electrical License must form a joint venture with another contractor, and the joint venture agreement must be registered in any registration office/Executive Magistrate.
• The Joint Venture Agreement must be registered at the Sub-Register/District Registration Office as per the Registration Act 1908, and the agreement period shall not be less than 18 months.

• For Tube Well projects, bidders/contractors who do not own a DTH/Mud rotary Rig must submit a joint venture agreement with Rig owners/Contractors having ownership, executed in the court of the First-Class Magistrate/Executive Magistrate.
• Contractors must have satisfactorily completed (not less than 80% of original contract value) at least one similar work of not less than 40% of the proposed contract value at the current price level in the last 5 years.
• Bidders who have been awarded similar works in the past but shown unsatisfactory progress, or declared defaulter contractors, are not eligible.

• EMD @ 1% of the estimated cost must be deposited by the bidder in Online Mode through e_portal.
• If a bidder withdraws or modifies their bid before the validity period, the EMD/ISD will be forfeited.
• The successful tenderer shall deposit 1% of the accepted tendered amount towards Initial Security Deposit (ISD) within 7 days from the date of issue of the letter of intent.

• The work involves installation and energization of River Lift & Tube Well Lift Irrigation Projects, including supply of materials and labor.
• Contractors must erect HT, LT lines, commission Sub-Stations with supply of all required materials, and hand over to TPSODL Electrical Division, Paralakhemundi after inspection by Electrical Inspector.
