Eligibility
7 items- Contractors must have a valid Civil license of requisite class (B, C, or D as per tender) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
- Contractors registered with the State Government or equivalent grade/class with Central Government/M.E.S./Railways/C.P.W.D. for Civil Works are eligible.
- Bidders must have necessary portal enrolment with their own digital signature certificate.

- Registered bidders from outside Odisha can participate but must subsequently register with the appropriate authority of the State.
- Joint ventures are permitted if a contractor has only Civil or Electrical License, with the agreement registered in any registration office/Executive Magistrate.
- The joint venture agreement must be registered at the Sub-Register/District Registration Office as per the Registration Act 1908, with an agreement period of not less than 18 months.
- Price preference and other benefits will be allowed as per OPWD code for joint venture contractors if both civil and electrical contractors fall under the same reserved category.
