• Contractors must be registered with the State Government or equivalent grade/class registered with Central Government / M.E.S. / Railways / C.P.W.D. for Civil Works.
• Contractors must have a valid Civil license of the requisite class (B, C, or D as per package) and a valid H.T. License issued by ELBO, with validity for at least 1 month from the tender opening date.
• Contractors with only Civil or Electrical License can form a joint venture, and the agreement must be registered in any registration office/Executive Magistrate.

• For Tube Well projects, bidders without a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/Contractors having ownership, executed in the court of the First-Class Magistrate/Executive Magistrate.
• Bidders must have satisfactorily completed (not less than 80% of original contract value) as prime contractor at least one similar work of not less than 40% of the proposed contract value at the FY of invitation of tender price level in the last 5 years.
• Bidders who have been awarded similar works in the past but shown unsatisfactory progress, or declared defaulter contractors, are not eligible.

• EMD @ 1% of the estimated cost must be deposited by the bidder in Online Mode through the e-portal.
• If a bidder withdraws or modifies their bid before the validity period, the EMD/ISD will be forfeited.
• If the bidder backs out before tender acceptance, the EMD will be forfeited.

• The work involves installation and energization of River Lift & Tube Well Lift Irrigation Projects, including supply of materials and labor.
• Erection of H.T, L.T. line, commissioning of Sub-Stations with supply of all materials, and handover to TPSODL Electrical Division, Paralakhemundi after inspection by Electrical Inspector.
