• Contractors must have a valid Civil license of requisite class (B, C, or D as per package) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
• Contractors registered with the State Government or equivalent grade/class registered with Central Government/M.E.S./Railways/C.P.W.D. are eligible.
• Bidders from outside Odisha can participate but must subsequently register with the appropriate authority of the State.

• Contractors must have satisfactorily completed (not less than 80% of original contract value) as prime contractor at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• Bidders with unsatisfactory progress on past similar works or declared as defaulter contractors are not eligible.
• Drilling contractors/Rig owners must have a minimum of 3 years of experience in successful drilling works for Tube Well projects.

• Bid Security (EMD) is 1% of the estimated cost, to be deposited online.
• If a bidder withdraws or modifies their bid before the validity period, the EMD/ISD will be forfeited.
• Initial Security Deposit (ISD) of 1% of the accepted tendered amount must be deposited within 7 days of the letter of intent.

• For Tube Well projects, bidders must own a DTH/Mud rotary Rig or have a joint venture agreement with Rig owners/contractors.
• The ownership documents of the Rig owner, including RC Book, GST registration, PAN, Fitness certificate, Permit, Insurance, and Pollution Certificate, must be submitted.
• All electrical construction works must be executed as per REC standard and specification as per TPSODL, BOED, PARALAKHEMUNDI sanctioned estimate.

• The period of completion for all projects is 90 days from the date of issue of the work order.
• The bids shall remain open for acceptance for a period of 365 days from the last date of receipt of bids.
• Not more than 7 packages shall ordinarily be awarded to a single contractor; the authority reserves the right to reject excess packages.
