Eligibility
11 items- Contractors must have a valid Civil license of requisite class ("B", "C", "D" as per package) registered with State RWSS/PHED/Irrigation/Minor Irrigations/RW/PWD.
- Contractors must possess a valid H.T. License issued by ELBO.
- The validity of both Civil and HT licenses must be at least 1 month from the date of tender opening.

- Contractors registered with Central Government / M.E.S. / Railways / C.P.W.D. of equivalent grade/class are eligible.
- Bidders from outside Odisha can participate but must undergo registration with the appropriate authority of the State subsequently.
- For contractors with only Civil or Electrical License, a registered joint venture agreement with another contractor is required.
- For Tube Well projects, bidders not owning a DTH/Mud Rotary Rig must submit a registered joint venture agreement with Rig owners/contractors.
- Joint Venture Agreements must be registered at the Sub-Register/District Registration Office as per the Registration Act 1908, with an agreement period of not less than 18 months.
- Bidders must have a valid GST Registration certificate and PAN issued by the I.T. Department.
- Bidders who have shown unsatisfactory progress or have been declared defaulter contractors for similar past works are not eligible.
- Drilling contractors/Rig owners and Electrical contractors cannot make joint venture agreements with more than one Civil contractor in a single package.
