Eligibility
9 items- Contractors must have a valid Civil license of requisite class ("B", "C", or "D" as per package) registered with State RWSS/PHED/Irrigation/Minor Irrigations/RW/PWD.
- Contractors must have a valid H.T. License issued by ELBO, with validity for at least 1 month from the tender opening date.
- Contractors registered with Central Government / M.E.S. / Railways / C.P.W.D. of equivalent grade/class are eligible.

- Bidders from outside Odisha can participate but must undergo registration with the appropriate authority of the State subsequently.
- Joint Venture agreements are allowed for contractors with only Civil or Electrical licenses, and must be registered in any registration office/Executive Magistrate.
- For Tube Well projects, bidders without a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/Contractors having ownership.
- The Joint Venture Agreement must be registered at the Sub-Register/District Registration Office as per Registration Act 1908, with an agreement period of not less than 18 months.
- Contractors must have a valid GST Registration certificate and PAN issued by the I.T. Department.
- A single drilling contractor/Rig owner and electrical contractor cannot form a joint venture agreement with more than one Civil contractor in a single package.
