• Contractors must be registered with the State Government or equivalent grade/class registered with Central Government/M.E.S./Railways/C.P.W.D. for Civil Works.
• Contractors must have a valid Civil license of the requisite class (B, C, or D as per package) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
• Contractors with only Civil or Electrical License must form a joint venture with another contractor, and the joint venture agreement must be registered in any registration office/Executive Magistrate.

• For Tube Well projects, bidders/contractors who do not own a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/Contractors having ownership, executed in the court of the First-Class Magistrate/Executive Magistrate.
• Bidders must have satisfactorily completed (not less than 80% of original contract value) as prime contractor at least one similar work of not less than 40% of the proposed contract value at the current price level in the last 5 years.
• Bidders who have been awarded similar works in the past but shown unsatisfactory progress or declared defaulter contractors are not eligible.

• If a bidder withdraws or modifies their bid before the validity period, the EMD/ISD will be forfeited.
