11 items- Bidders must be registered in the state portal and possess a compatible digital signature certificate.
- Joint Venture should be limited between two parties only.
- One Electrical License holder is not allowed to make a joint venture with more than one Civil Contractor on the same package.

- Rig owner (bearing same Registration Number of Vehicle) and electrical contractors cannot make Joint Venture/Lease Agreement with more than one civil contractor in a single package.
- Bidders must have a labour license.
- No criminal cases should be pending against the Bidder and/or his/her partners.
- Bidders must furnish a declaration that no near relatives are working as Junior Engineer or above in Odisha Lift Irrigation Corporation Ltd., Kendujhar.
- Bidders with incomplete projects with OLIC prior to 2017-18 without satisfactory valid reason will be disqualified.
- Bidders who have failed to make payments to parties/labourers in previous OLIC works will not be considered.
- The firm must possess credit facilities of not less than 20% of the amount put to tender.
- Government-owned companies are eligible only if legally and financially autonomous and operating under commercial law.
