Eligibility
13 items- Bidders must be registered with the Government of Odisha / other State Government/ Government of India / Central Government undertakings.
- Bidders must possess a valid HT license issued by ELBO.
- Alternatively, 'C/B' Class or equivalent contractors registered with State/Central Govt./MES/Railways/other Govt. undertakings can bid if they have a valid Joint Venture with an ELBO HT License Holder (limited to two parties).

- All bidders must be registered in the state portal and possess a compatible digital signature certificate.
- The prime contractor in a Civil-Electrical JV will be the Civil License holder.
- An Electrical License holder cannot form a joint venture with more than one Civil Contractor for the same package.
- A Rig owner (bearing same Registration Number of Vehicle) and electrical contractors cannot make Joint Venture/Lease Agreement with more than one civil contractor in a single package.
- Government-owned companies are eligible if legally and financially autonomous and operate under commercial law.
- Bidders must not have any criminal cases pending against them or their partners.
- Bidders must declare that no near relatives are working as Junior Engineer or above in Odisha Lift Irrigation Corporation Ltd., Kendujhar.
- Bidders with incomplete projects with OLIC prior to 2017-18 without satisfactory valid reason will be disqualified.
- Bidders who have failed to make payments to parties/labourers in previous OLIC works will not be considered.
- Bidders must meet the minimum working capital requirement of not less than 20% of the amount put to tender.
