7 items- Intending bidder shall have valid registration certificate of the eligible class as on date of submission of the bid.
- Intending bidder shall have up to date valid PAN.
- Tenders submitted by joint venture are not acceptable.

- Contractors registered outside Odisha can participate but must register with the appropriate State Government authority before work award.
- For estimated cost above Rs 20.00 lakhs and up to Rs. 300.00 lakhs, 'B' Class (of Odisha PWD) or relevant class of other licensing authorities are eligible.
- For estimated cost more than Rs 20.00 lakhs and up to Rs. 40.00 lakhs, 'C' Class & 'B' Class (of Odisha PWD) or relevant class of other licensing authorities are eligible.
- For estimated cost up to Rs. 20.00 lakhs, 'D' Class & 'C' Class (of Odisha PWD) or relevant class of other licensing authorities are eligible.
