• No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering department of the State Government is allowed to work as a contractor within two years of retirement without Government permission.
• The work must be completed under the direct supervision of the Engineer contractor if awarded to them, without using a Power of Attorney Holder.
• For 'A' class contractors, one Graduate Engineer or two Diploma Holders from Odisha must be employed, paid not less than State Govt. equivalent personnel, and supervise the work.

• The period of completion for each work is 06 (six) calendar months from the date of issue of the work order.
• A penalty of 1/2 percent on the estimated cost per day will be levied for delays in commencement or completion, up to a maximum of 10% of the estimated cost.
• Contractors are liable for all taxes, fees, royalties, including GST, Income Tax, DMF, EMF, and cess (1% of gross bill amount).
