Eligibility
8 items- Open to all Contractors of 'A'/ Special/ Super class registered with State Governments and Contractors of Equivalent Grade/ Class Registered with Central Government/ MES/ Railways for execution of civil works.
- Contractors not registered with Govt. of Odisha can participate but must register with the appropriate registering authority of the state Govt. before award of the work.
- Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager.

- Bidders must disclose if a relative is employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department.
- Joint ventures are not acceptable.
- For composite tenders, the bidder must associate with agencies of appropriate class eligible for sanitary and water supply drainage, electrical, firefighting installation, and horticulture works.
- The Civil contractor must have a valid H.T. / L.T./ M.V. Electrical License issued by Govt. of Odisha or an MOU with an eligible Registered Electrical Contractor having such a license.
- Civil Contractors with electrical licenses from other states must submit an Endorsement as per Clause-27 B of “Electrical Licensing Board Regulation, Odisha, 2014”.
