• Bidders must be registered as Class "C" or "D" contractors with the State Governments or equivalent Grade/Class with Central Government/MES/Railways.
• Contractors not registered with the Government of Odisha must register with the appropriate registering authority of the State of Odisha before award of work.
• All bidders must register in the e-procurement portal and possess a compatible Digital Signature Certificate (DSC) of Class-II or Class-III.

• Bidders must have achieved a minimum annual turnover of the amount indicated in the BDS in any one financial year in the last five years for all classes of engineering works.
• Bidders must have satisfactorily completed, as a prime contractor or nominated subcontractor, at least one similar work of value not less than the amount indicated in BDS.
• Bidders must have executed in any one year, minimum quantities of work as indicated in the BDS (approx. 60% of Bid value).

• The Bid Security (EMD) amount is Rs. 7,000.00/-.
• If a bidder withdraws their bid or modifies terms before the validity period, the EMD will be forfeited.
• Additional Performance Security (APS) is required for abnormally low bids, calculated based on the percentage the accepted bid price is lower than the Cost Put to Tender.

The portal lists EMD exemption as available — bidders claiming it must meet the DTCN conditions and usually submit an affidavit.

• Bidders must demonstrate availability (owned, leased, or procured against mobilization advances) of key and critical equipment.
• The contractor shall employ key personnel named in the Schedule of Key Personnel or other personnel approved by the Engineer.
• The Engineer will approve replacement key personnel only if their qualifications, abilities, and relevant experience are substantially equal to or better than those listed.

• The period of completion is 45 (FORTY-FIVE) Days.
• Bids shall remain valid for a period of 90 (Ninety) days from the date of opening of the technical bid.
• If the L1 bidder fails to sign the agreement after finalization, they will be debarred from bidding for three years and blacklisted.
