Eligibility
6 items- Must be a "C & B" Class Civil Contractor registered with State Governments or equivalent Grade/Class registered with Central Government/MES/Railways.
- Contractors not registered with Govt. of Odisha can participate but must register with the appropriate registering authority of the State Government before award of the work.
- Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager.

- Bidders must declare any relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department.
- Joint ventures are not acceptable.
- Bidders must not have made misleading or false representations, have a record of poor performance, quoted unreasonable prices without justification, indulged in unlawful/corrupt means, or been blacklisted.
