• Contractor must have a valid Civil license of requisite class ("B", "C", or "D" as per package) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
• Contractors with only Civil or Electrical licenses must form a registered joint venture agreement with another contractor.
• For Tube Well projects, bidders not owning a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/contractors.

• Contractor must have experience in similar nature of work, with satisfactory completion (not less than 80% of original contract value) as a prime contractor of at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• Bidders with unsatisfactory progress on past similar works or declared as defaulter contractors are not eligible.
• Rig owners/Contractors in joint ventures for Tube Well projects must have a minimum of 3 years of experience in successful drilling works.

• Bid Security (EMD) of 1% of the estimated cost must be deposited online.
• If a bidder withdraws or modifies their bid before the validity period, the EMD/ISD will be forfeited.
• The successful tenderer shall deposit 1% of the accepted tendered amount as Initial Security Deposit (ISD) within 7 days of the letter of intent.

The portal lists EMD exemption as available — bidders claiming it must meet the DTCN conditions and usually submit an affidavit.

• The contractor must ensure all construction works (Pump Chamber, Foundation, Distribution Tank, etc.) and pipe laying are executed as per enclosed specifications and Engineer-in-Charge's direction.
• Electrical construction works must be executed as per REC standard and specification, and TPSODL, BOED, BRAHAMPUR sanctioned estimate.
• The contractor must supply all materials for erection of 3 Phase 11 KV line as per REC specifications.

• The period of completion for all projects is 90 days from the date of issue of the work order.
• The bids shall remain open for acceptance for a period of 365 days from the last date of receipt of bids.
• The successful lowest bidder must submit original scanned documents for verification within 5 days from the bid opening date.
