• Bidders must be 'D', 'C', or 'B' Class contractors as specified for each work in the DTCN.
• Contractors must be registered with the Odisha State Government or equivalent grade/class registered with Central Government/any other State Government/MES/Railways.
• Contractors registered elsewhere but not with the Government of Odisha must register with the appropriate registering authority of the State Government before award of work/signing of the Agreement.

• Each intending bidder (unless a Civil Engineer Contractor) must deploy at least one experienced Civil Engineer at the work site for the full time during the course of lay out and execution of the work.
• The Civil Engineer must have at least two years of post-qualification experience in Civil Engineering survey, monitoring and quality control, or construction works with quantity measurements, or a combination thereof.
• Bidders who have applied for/are undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR), facing recovery proceedings from Financial Institutions, or declared 'Sick' by BIFR in the last three financial years are not eligible.

• SC and ST Category Contractors up to 'B' Class may deposit Security Deposit (EMD, Initial Security, and Performance Security) at half the usual rate.
• Each intending bidder must furnish EMD @ 1% of the Estimated Cost; bids without EMD will be rejected.
• The successful bidder must furnish Initial Security Deposit (ISD) of not less than 2% of the accepted value within 7 days from the date of issue of LoA.

• The Civil Engineer must have a Diploma or Degree in Civil Engineering from an AICTE recognized institute.
• Bidders must be in possession of or have a lease/hire agreement for tools, plants, equipment, and machineries as per Schedule-A of the DTCN.
• Deployment of at least one experienced Civil Engineer at the work site for the full time during layout and execution of the work (unless the bidder is a Civil Engineer Contractor).

• The period of completion ranges from 60 to 180 calendar days.
• If an abnormally low bid is determined, the bidder may be debarred from participating in any BMC tender for one year.
• The successful bidder must submit a work programme and sign the agreement within 7 days from the date of issue of LoA.
