• Contractors registered with the Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES are eligible.
• Joint Ventures are allowed for works valued exceeding Rs 10.00 crore, with not more than three constituents, and the lead partner must be a registered contractor of appropriate class of the State.

• For works valued more than Rs. 5.00 crores, bidders must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years (2021-22 to 2025-26), excluding the current financial year.
• All financial figures (Annual turnover, Works Experience, Work in hand) must exclude GST.

• The total financial turnover in respect of civil engineering works must be not less than the amount put to tender during any three financial years taken together of the last preceding five financial years (2021-22 to 2025-26), excluding the current financial year, at 200% of annual payment of the work put to tender.
• The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works mentioned in Contract Data.
• For a package of contracts, the bidder must demonstrate having Bid Capacity sufficient to meet the aggregate of the qualifying criteria for individual contracts.

• Bidders must possess the specified machineries (Hydraulic Excavator, Vibratory Roller/Soil Compactor, Self-loading Concrete Mixer, Generator, Crawler Crane for well foundation, Piling Rig with Bentonite Pump for pile foundation) either owned or on hire/lease, as per the type of bridge foundation.
• Proof of ownership of Tools & Plants and machineries must be furnished via invoices, sale deeds, or valid lease agreements with lessor ownership documents.
• Lease/hire agreements for equipment must be on a long-term basis for a minimum period equal to the intended completion period plus 90 days from the last date of bid receipt.

• The bid for the work shall remain open for acceptance for a period of ninety days from the last date of receipt of bids.
• The amount put to bid is exclusive of GST; GST shall be paid over the work bill amount at the time of payment of each bill.
• The work is to be completed within the time period specified in column-7 of the annexure (e.g., 12 or 15 calendar months).
