Eligibility
7 items- Contractors must be 'A' or 'Special' class registered with the State Government, or equivalent grade/class registered with Central Government/MES/Railways for civil works.
- Contractors not registered with Govt. of Odisha can participate but must register with the appropriate state authority before award of work.
- Bidders must not be associated, directly or indirectly, with the Consultant or any entity that prepared the design, specifications, or is proposed as Project Manager.

- Bidders must disclose any relative employed as an Officer (Assistant Engineer/Under Secretary and above) in the Government of Odisha in the concerned Department.
- Joint ventures are not acceptable.
- Contractors must possess valid registration for Civil, Electrical, and P.H. works.
- For composite tenders, the bidder must associate with agencies of appropriate class eligible for sanitary, water supply, drainage, electrical, firefighting, and horticulture works if not directly qualified for all components.
