Eligibility
9 items- Open to 'A' / Special Class Contractors registered with State Governments or equivalent grade/class registered with Central Government/MES/Railways for civil works.
- Contractors not registered with Govt. of Odisha can participate but must register with the appropriate registering authority of the State Government before award of work.
- For composite tenders, the bidder must be a registered civil contractor of appropriate class and associate with agencies of appropriate class eligible for sanitary, water supply, drainage, electrical, firefighting, and horticulture works.

- Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager.
- Bidders must disclose any relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department.
- Bids from Joint ventures are not acceptable.
- Contractors must possess compatible Digital Signature Certificate (DSC) of Class – II or Class – III.
- Each bidder shall submit only one bid for one package.
- Contractors must have a valid Registration in H.T. / L.T./ M.V. Electrical License issued by ELBO, Govt. of Odisha with the same name & style, OR an M.O.U. with an eligible Registered Electrical Contractor having such a license, OR for contractors with licenses from other State Licensing Boards, an Endorsement as per Clause-27 B of “Electrical Licensing Board Regulation, Odisha, 2014”.
