• Contractors exempted from EMD payment must upload documentary evidence for eligibility.
• Engineer Contractors desirous of EMD exemption must submit an affidavit stating they have not availed the facility for more than two works (excluding this work) during the current financial year.
• If engaging machineries/equipments owned or hired but deployed outside the state, an additional 1% EMD/Bid Security is required.
• Bids must be accompanied by an Earnest Money Deposit (Bid Security) of 1% of the estimated cost, pledged in favour of the Block Development Officer, Rengali, Sambalpur.
• Bidders desirous to hire machineries or equipment from outside the State or owned but deployed outside the state are required to furnish 2% of the amount put to tender as Bid security.
• The hard copy of tender confirmation letter and Bid Security Declaration E.M.D (Original), Cost of Tender paper in shape of DD (Original), Registration Certificate, GSTIN, PAN, Original Affidavit, No Relation Certificate and Other requisite documents must be submitted on or before 11.15 AM 03.11.2026 through drop box.
• Additional performance security shall be obtained from bidders when the bid amount is less than the estimated cost put to tender, as per specific incremental percentages.
• No preference will be given to MSMEs registered contractors towards exemption from deposit of Bid Security/EMD or concessional payment of Performance Security.
• The Bid Security of unsuccessful bidders will be returned within 28 days of the end of the validity period.
• The Bid Security may be forfeited if the bidder withdraws the bid after opening but within the validity period, seeks revision of rates, fails to submit original documents, or fails to sign the agreement or furnish performance security.
• The performance security (Initial Security Deposit) including EMD shall be 2% of the value of the tendered amount (excluding 1% for hiring equipment from outside the state if any).
• The security deposit will be refunded after 12 months of completion of the work and payment of the final bill and will not carry any interest.
• The prevailing percentage of I.T. Department of the gross amount of the bill towards income tax will be deducted.
• Prevailing rate of GST on the gross amount of the bill will be deducted where Agreement Value is One Lakh and above.
• Cess @1% will be deducted from the contractor’s bill as per Govt. circular.
• Additional Performance Security shall be furnished as the exact amount of differential cost (estimated cost minus quoted amount) in shape of Demand Draft / Term Deposit Receipt pledged in favour of the Divisional Officer if the bid amount is less than the estimated cost.
