• Contractors exempted from EMD payment must upload documentary evidence for eligibility.
• If engaging machineries/equipment owned or hired but deployed outside the State, an additional 2% of the amount put to tender as additional bid security is required.
• EMD/Bid Security required is Rs. 40,400/- (1% of approximate value).
• Bidders hiring machineries/equipment from outside the State or owned but deployed outside the State must transfer online 2% of the amount put to tender as bid security.
• The successful bidder must deposit bid security @2% (EMD & ISD) of the agreement value in the form of Term Deposit receipt of any Nationalized bank pledged in favor of the Block Development Officer, Panchayat Samiti Bhatli.
• If the bid price is less than the estimated cost, the successful bidder must furnish Additional Performance Security (APS) as per Office Memorandum No.173/W dt.03.01.2026.
• The APS percentage is incremental: 0% for bids 0-10% below estimated cost; 0.1% for every percentage below 10% (up to 20%); 0.2% for every percentage below 20% (plus 1% of bid).
• The APS must be furnished within seven days of the Letter of Acceptance (LoA), otherwise the bid will be cancelled and EMD forfeited.
• The time period of APS deposit must be more than the duration of the work.
• Cess @ 1% will be deducted from the work bill as per Resolution No. 12653 dtd.15.12.2008.
• The security deposit (including EMD and ISD) will be retained as security for due fulfillment of the contract.
• GST on works contract will be deducted from the bill @ 2% (TDS) or as amended.
• The EMD will be forfeited if the bidder backs out before acceptance or fails to sign the agreement and deposit required ISD and additional performance security.
• If any information furnished by the bidder is false/fabricated/bogus, EMD/Bid security shall be forfeited, and the bidder is liable to be blacklisted.
• The security deposit will be refunded twelve months after the date of completion, provided the final bill is paid and defects are rectified.
• The contractor shall not assign or sublet the contract without written approval; doing so will result in rescission and forfeiture of security deposit.
• Changes in the constitution of a firm must be notified within fifteen days, or the contract may be rescinded and security deposit forfeited.
