8 items- Contractors registered with State Governments in Class 'B', 'C', & 'D' are eligible.
- Contractors of equivalent Grades/Class registered with Central Government/MES/Railways are eligible.
- Bidders must possess a Compatible Digital Signature Certificate (DSC) of Class II or Class III.

- Contractors not registered with the Government of Odisha must register under the State PWD in the appropriate class before signing the agreement if successful.
- Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager.
- Bidders with a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the State Government of Orissa in the concerned Department must inform this in the bid.
- An applicant whose contract was rescinded or who abandoned work in the last five years is debarred from qualification.
- For composite bids, civil contractors must have an MOU with an eligible registered electrical contractor having a valid HT/LT license, unless the civil contractor holds the electrical license themselves.
