• Contractors must have a valid Civil license of requisite class ("B", "C", or "D" as per tender) and a valid H.T. License issued by ELBO, with validity for at least 1 month from the tender opening date.
• Contractors with only a Civil or Electrical License must form a joint venture with another contractor, and the joint venture agreement must be registered in any registration office/Executive Magistrate.
• The Joint Venture Agreement must be registered at the Sub-Register/District Registration Office as per the Registration Act 1908, and the agreement period shall not be less than 18 months.

• For Tube Well projects, bidders/contractors who do not own a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/Contractors having ownership, executed in the court of the First-Class Magistrate/Executive Magistrate.
• Bidders must provide an experience certificate/supporting documents regarding the same nature of work, demonstrating satisfactory completion (not less than 80% of original contract value) of at least one similar work of not less than 40% of the proposed contract value at the FY of invitation of tender price level in the last 5 years.
• A weightage of 10% per year shall be given to the cost of satisfactorily completed works of previous years to bring them to the current price level.

• EMD @ 1% must be deposited by the Bidder in Online Mode through the e_portal.
• Affidavit and supporting documents for EMD exemption must be uploaded; otherwise, the claim will not be considered.
• If a bidder withdraws or modifies their bid before the validity period, the EMD/ISD deposited shall be forfeited.
