• EMD is required as per Annexure-A (e.g., Rs. 54,620 for a Rs. 54.62 lakh work, Rs. 60,500 for a Rs. 60.50 lakh work, Rs. 83,190 for a Rs. 83.19 lakh work).
• Withdrawal or modification of bid before the validity period will result in EMD forfeiture.
• Additional performance security is required for bids below the estimated cost: 0% to <10% below estimate requires no APS; 10% to <20% below estimate requires 0.1% APS for every percentage below 10%; 20% or more below estimate requires 0.2% APS for every percentage below 20% plus 1% of bid price.
• Additional Performance Security must be furnished in shape of Term Deposit Receipt or Bank Guarantee from any nationalized/Scheduled bank pledged in favour of Executive Engineer, Rural Works Division, Nuapada.
• Failure to furnish APS will lead to bid cancellation, forfeiture of security, and blacklisting.
• Successful tenderer must deposit an initial security amount (to make 2% of accepted tender cost with EMD) and sign the agreement within 10 days of intimation.
• Failure to deposit initial security or sign the contract within stipulated time will lead to EMD forfeiture and withdrawal of acceptance.
• Security deposit for B Class and above contractors will be deducted at 5% from each bill; for C & D Class contractors, 3% from each bill.
• EMD of unsuccessful tenderers will be refunded upon application after tender finalization.
• Security deposit will be refunded 12 months after work completion, provided final bill is paid and defects rectified.
• Cost of empty bitumen drums will be deducted at Rs. 100 per drum, and empty emulsion bitumen drums at Rs. 200 per drum.
• The differential cost of cement due to design mix (if less than sanctioned estimate) will be deducted from the contractor's bill.
