• Contractors must have a valid Civil license of requisite class (B, C, D as per tender) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
• Contractors with only a Civil or Electrical License must form a registered joint venture with another contractor to cover both aspects.
• The Joint Venture Agreement must be registered at the Sub-Register/District Registration Office as per the Registration Act 1908, with an agreement period of not less than 18 months.

• For Tube Well projects, bidders not owning a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/Contractors, executed in the court of a First-Class Magistrate/Executive Magistrate.
• Contractors must have satisfactorily completed (not less than 80% of original contract value) at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• A weightage of 10% per year will be given to the cost of satisfactorily completed works of previous years to bring them to the current price level.

• The bid security (EMD) is 1% of the estimated cost, to be deposited online.
• If a bidder withdraws or modifies their bid before the validity period, the EMD will be forfeited.
• An Initial Security Deposit (ISD) of 1% of the accepted tendered amount must be deposited within 7 days of the letter of intent.
