• Contractors must have a valid Civil license of requisite class (B, C, or D as per package) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
• Contractors with only a Civil or Electrical License must form a registered joint venture with another contractor to cover both aspects.
• For Tube Well projects, bidders not owning a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/contractors.

• Contractors must have satisfactorily completed (not less than 80% of original contract value) at least one similar work as a prime contractor, valued at 40% of the proposed contract value in the last 5 years.
• Bidders with unsatisfactory progress on past similar works or declared as defaulter contractors are not eligible.
• Rig owners/contractors in joint ventures for Tube Well Projects must have a minimum of 3 years of experience in successful drilling works.

• Bid Security (EMD) is 1% of the estimated cost, to be deposited online.
• Initial Security Deposit (ISD) of 1% of the accepted tendered amount must be deposited within 7 days of the letter of intent.
• Additional Performance Security (APS) will be calculated incrementally based on how much the accepted bid price is lower than the Cost Put to Tender.

The portal lists EMD exemption as available — bidders claiming it must meet the DTCN conditions and usually submit an affidavit.

• The work involves installation and energization of Tube Well Lift Irrigation Projects, including supply of materials and labor.
• Contractors must erect HT, LT lines, commission Sub-Stations with all required materials, and hand over to TPSODL Electrical Division, Brahmapur after inspection by Electrical Inspector.
• Power supply work must adhere to REC specifications and sanctioned estimates from TPSODL, Electrical Division, Brahmapur.

• The period of completion for all projects is 90 days from the date of issue of the work order.
• Bids must remain open for acceptance for a period of 365 days from the last date of receipt of bids.
• The guarantee period for materials and workmanship is 18 months from the date of handing over the project to the beneficiary.
