All equipment shall be new, unused, and of current production series.
All equipment shall be designed and certified for continuous marine use in a tropical, salt-laden coastal atmosphere, with resistance to humidity up to 95%, salt-fog, vibration and shock consistent with operation on small patrol craft in sea states up to Sea State 3–4.

All five sub-systems (MFD, Marine Radar, Class B/A AIS Transceiver, Remote GNSS/GPS Sensor, Depth/Speed/Temperature Multisensor) shall be supplied from OEM(s) offering a common/compatible network backbone (NMEA2000/SeaTalkNG-type, or equivalent open marine networking standard).
The offered OEM shall have a minimum of 10 years' continuous track record in the design and manufacture of marine navigation and communication electronics.
All cabling shall be marine-grade, tinned copper, installed in accordance with IEC 60092 (or equivalent), with adequately rated, corrosion-resistant cable glands and IP67-rated junction boxes.
All topside fasteners and brackets shall be in corrosion-resistant material (SS316 or equivalent).
All equipment shall not cause, nor be susceptible to, interference from other shipboard electronic/electrical equipment (Electromagnetic compatibility - EMC).
The MFD/Chartplotter must have a minimum 12.1" diagonal, optically-bonded, sunlight-readable, multi-touch capacitive glass touchscreen with minimum 1280 x 800 (WXGA) pixels resolution and 1,200 nits brightness.
The MFD must include a built-in GNSS receiver (minimum 72-channel, 10 Hz position update rate) and be rated minimum IPX6 and IPX7.
The Marine Radar must be solid-state, pulse-compression (CHIRP/broadband) radar, non-magnetron type preferred, with a minimum 20 W peak output and a range scale of 1/16 NM to 24 NM.
The Class B AIS Transceiver must be compliant with IEC 62287-2 (or Class A per IEC 62287-1) with a minimum 5 W SOTDMA transmit power and an integrated VHF/AIS antenna splitter.
The AIS transceiver requires valid WPC (Wireless Planning & Coordination Wing, DoT, Government of India) type approval / Equipment Type Approval for operation in Indian waters.
The Remote GNSS/GPS Sensor must be a self-contained, remotely-mounted, NMEA2000/SeaTalkNG network-compatible unit with a minimum 72-channel receiver (GPS and GLONASS compatible) and a 10 Hz update rate.
The Depth/Speed/Temperature Multisensor must be a combined through-hull smart multisensor for depth, speed-through-water, water temperature, and integral attitude (heel/trim) sensor, with a depth range of 0.5 m to 100 m.
The ECDIS at the Command Control Center must be installed in Bhubaneswar, display charts from Sandheads to Vishakhapatnam up to Indian EEZ, and be provided with a 26-inch or higher display with projection capability to an existing video wall (11.8ft X 6.6ft, 2304 X 1296 UHD resolution).
The ECDIS must be Type Approved and compliant with IMO Resolution MSC.232(82), IEC 61174, IEC 60945, and IEC 62288, and support official ENCs (IHO S-57 and S-63 standards).
Installation shall be carried out only by OEM-certified marine electronics technicians.
A complete as-built wiring/system diagram shall be furnished for each vessel on completion of installation.
A Factory Acceptance Test (FAT) and a Site/Sea Acceptance Test (SAT) shall be conducted in the presence of the Department's nominated representative/inspecting agency.
On-board operational training for vessel crew, of minimum two (2) days duration per vessel, conducted by an OEM-trained/certified technician, covering normal operation, basic troubleshooting and emergency procedures.
Operation & maintenance manuals in English (Odia translation desirable), supplied in both hard copy and soft copy (electronic/PDF).
Test certificates, calibration certificates, and applicable type-approval/compliance certificates for all supplied equipment.

Contract conditions

The bid must remain valid for a minimum of 180 days from the date of opening of the technical bid.
Supply, installation, integration, testing, and commissioning shall be completed within 10 weeks from the date of issue of the Purchase/Work Order.

Liquidated Damages (LD) @ 0.5% of the total order amount (excluding taxes) per week or part thereof shall be charged for delayed supply, not exceeding 5% of the order amount.
Minimum 24 months' comprehensive on-site warranty is required on all supplied equipment, cabling, and installation workmanship from the date of successful commissioning/handover.
An optional Annual Maintenance Contract (AMC) for a further three years post-warranty is to be quoted separately, with a minimum of four scheduled preventive-maintenance visits per vessel per year.

No advance payments will be made; payments shall be made after successful installation, inspection, crew training, documentation handover, and acceptance.
The Tender Inviting Authority reserves the right to increase or decrease substantially the quantity of goods (rounded off to next whole number) without any change in the unit price and other terms & conditions.
The successful bidder shall not assign, either in whole or in part, its contractual duties, responsibilities and obligations, except with prior written permission.
The successful bidder shall not sub-contract the execution of the contract.
The contract shall be governed by and interpreted in accordance with the laws of India, with disputes subject to the jurisdiction of courts in Kataka / High Court of Orissa or Bhubaneswar / High Court of Orissa for arbitration.
