Eligibility
10 items- Contractors of Class 'B', 'C', & 'D' registered with the State Government are eligible.
- Contractors of equivalent Grades/Class registered with Central Government/MES/Railways are eligible.
- Bidders must have a valid Registration Certificate.

- Contractors not registered under Odisha State Government must register under the State PWD in appropriate class before signing the agreement if successful.
- The bidder must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager.
- Bidders with a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the State Government of Orissa in the concerned Department must inform this in the bid.
- Bidders are subject to disqualification for misleading/false representations, poor performance, unreasonable prices without justification, unlawful/corrupt means, or being blacklisted/suspended.
- Only one bid per bidder for one package is allowed.
- For composite tenders, the eligibility of bidders will correspond to the combined estimated cost of different components.
- Civil contractors participating in composite tenders must enter into a notarized M.O.U. with an eligible registered electrical contractor having a valid H.T/L.T license, unless the civil contractor holds such a license.
