Security & deductions from the DTCN (17)

SC/ST Category Contractors seeking EMD exemption or price preference must furnish an affidavit and possess a Registration certificate up to "B" Class.
SC/ST Contractors with Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference.
EMD varies per package, ranging from Rs. 12,061 to Rs. 55,942.
Additional Performance Security (APS) will be obtained from the selected bidder on an incremental basis where the accepted bid price is lower than the Cost Put to Tender, except for Turnkey Tenders.
APS is not required if the accepted bid price is up to (-)10% less than the Cost Put to Tender.
If the accepted bid price is below (-)10% but not below (-)20%, APS is incremented by 0.2% for every percentage of ROPL below (-)10%.
If the accepted bid price is below (-)20% but not below (-)30%, APS is incremented by 0.3% for every percentage of ROPL below (-)20% plus 2% of the accepted bid price.
If the accepted bid price is below (-)30% or more, APS is incremented by 0.5% for every percentage of ROPL below (-)30% plus 5% of the accepted bid price.
APS shall be refunded immediately on successful completion of the work within seven (07) days of issuance of Completion Certificate/Provisional Completion Certificate.
Additional performance security must be furnished within 7 working days of Letter of Acceptance (LOA) in the shape of NSC/Post Office Savings Bank Account/Post Office Time Deposit Account/Kishan Vikas Patra/Bank Guarantee.
Initial Security Deposit (ISD) equal to 2% of the order value (including EMD) must be furnished within 7 working days of LOA in specified forms.
The security deposit shall be released after a guarantee period of 24 months from the date of handing over the Package.
EMD will be forfeited if the successful bidder fails to execute the agreement or furnish required Performance Security/Additional Performance Security within the specified time.
EMD will also be forfeited if any uploaded statements/documents/certificates are found false/fabricated/bogus, leading to blacklisting.
Labour Cess @1% of the gross amount of the contractor bill will be deducted.
Security deposit @ 5% of the bill will be deducted and refunded after 24 months from the date of handing over, subject to final bill payment.
If the contractor fails to rectify defects, the Department may engage another agency and deduct costs from the security deposit.
