The contractor must submit samples of stone, metal, chips, sand, cement, etc., for testing and acceptance before procurement.
Mechanical, electro-mechanical, and electrical materials are to be inspected at the principal manufacturer's site before dispatch, with costs borne by the contractor.
The contractor must arrange for water supply for all works, curing, and sanitary arrangements for labour camps at their own cost.
Adequate lighting arrangements for night works must be provided by the contractor at their own cost.
The contractor must arrange all requisite equipment for testing after work completion and bear the entire cost of such tests.
The contractor must inform the President/Secretary and Pani Panchayat members to be present at the site during commissioning and trial run.
After completion, materials fitted at the Package should be handed over to the President/Secretary of the Pani Panchayat, and a copy submitted with the bill.
The electrical works will be handed over by the contractor to the TPNODL for maintenance after completion.

No materials will be supplied to the Contractor from the Corporation Store unless under special circumstances.
The contractor is responsible for proper storage of materials; no cost for sheds or watchmen will be borne by the Department.
The Corporation is not responsible for theft of materials at site.
No contractor will be permitted to furnish their Tender in their own manuscript papers.
Every Tenderer is expected to inspect the site of proposed work, quarries, factories, company sale centers to satisfy themselves about quality, availability of materials, labor, etc.
Payment will be made after completion of work, handing over of electric line and substation to TPCODL, and completion of all formalities with TPCODL.
Any defect within 24 months of commissioning must be rectified by the Contractor within 7 days of notification.
The Tenderer must sign each page of the tender paper; otherwise, it will be rejected.
Damages to Government/private property during pipeline work will be compensated by the contractor.
The original affidavit for authentication of tender documents is required; certified copies are accepted for multiple works if the original covers them.

SC/ST Category Contractors seeking EMD exemption or price preference must furnish an affidavit.
SC/ST Contractors with Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference.
Intending Engineering Contractor seeking EMD exemption must furnish an affidavit stating they have not been awarded more than 2 or 3 works during the current financial year.
Additional Performance Security (APS) will be obtained from the selected bidder on an incremental basis if the accepted bid price is lower than the Cost Put to Tender, except for Turnkey Tenders.
If the accepted bid price's ROPL (Rounding Off of Percentage Less) is up to (-)10%, no APS is required.
If ROPL is below (-)10% but not below (-)20%, APS is incremented by 0.2% for every percentage of ROPL below (-)10%.
If ROPL is below (-)20% but not below (-)30%, APS is incremented by 0.3% for every percentage of ROPL below (-)20% plus 2% of the accepted bid price.
If ROPL is below (-)30% or more, APS is incremented by 0.5% for every percentage of ROPL below (-)30% plus 5% of the accepted bid price.
APS shall be refunded immediately on successful completion of the work within seven (07) days of issuance of Completion Certificate/Provisional Completion Certificate.
Additional Performance Security must be submitted within 7 working days of Letter of Acceptance (LOA) in specified forms (NSC/Post Office Savings Bank Account/Post Office Time Deposit Account/Kishan Vikas Patra/Bank Guarantee).
Failure to submit APS will result in bid cancellation and forfeiture of EMD/Bid Security.
Initial Security Deposit (ISD) of 2% of the order value (including EMD) must be furnished within 7 working days of LOA in specified forms.
The security deposit shall be released after a guarantee period of 24 months from the date of handing over the Package.
EMD will be forfeited if a successful bidder fails to execute the agreement or furnish required performance/additional performance security within the specified time.
EMD will be forfeited if any uploaded statement, document, or certificate is found false/fabricated/bogus, leading to blacklisting.
Labour Cess @1% of the gross amount of the contractor bill will be deducted.
Failure to rectify defects will result in the Department engaging other contractors and deducting costs from the security deposit.
Security deposit @ 5% of the bill will be deducted and refunded after 24 months from the date of handing over, subject to final bill payment.
